COTAPSA Membership is open to all employees of the Corporation of the City of Toronto who are continuously engaged as non-union or exempt employees in an administrative, professional, management or supervisory capacity, and other employees of the corporation who are ineligible for membership in a trade union (except the City Manager, Deputy City Manager, Executive Director of Human Resources, City Solicitor, and the Director of Labour Relations).
